If you don't know anything about how to build a web page, start here!
you can use free tools on line (Blogger, Twitter, Facebook, etc., etc. etc.) to build and publish all sorts of different kinds of web pages, but, if you want to build one from scratch ... and why not? ... the most convenient option is probably to get a domain and a web hosting account.
