Get web hosting. This is not the only place to go, it's just the one I know, so I'm showing you around, and some of what you learn can be used with any web hosting, because they're all more or less similar.

I'm steering you towards web hosting that allows you to build sites in a text editor: to code a page yourself. I'm promoting (and researching) a free form approach to building a web page, because I think it's the most powerful approach. I also don't know anything about "canned" sites, about the tools that make sites for you ... so I can't teach you anything about them. But I can teach you something about hand-building.
