On this screen, I'm using Paint and IrfanView to save an annotated version of the page. The version with the circled link is in Paint, and I've just added the circle.
The IrfanView window is on the top right. I use Print Screen to capture the image, then paste it into IrfanView. I save it, then open it in Paint. (I'm using Windows, of course. I don't know what the equivalent to Paint is in Apple OS or Linux.) I make the desired annotations, then use Select All and Copy, then paste it back into IrfanView to save it again. (IrfanView does a better job of saving GIFs.) (GIFs seem to be the best file type for this approach to screen capture. JPEGs get kind of fuzzy, and the native Paint file type, BMP, makes huge files, if you want full color.)
